Motivation:

In 2009, APEC has reached a milestone. This is the 20th anniversary of APEC. Throughout APEC’s existence, it has faced many challenges as well as opportunities. Most significantly, the deadline for developed economies of the Bogor Goals will arrive next year in 2010. Therefore, the end of 2009 will be an appropriate time to examine the future of APEC.
There are several questions that warrant our consideration. Have the Bogor Goals been achieved and on track? Should APEC consider other goals? Similarly important, the Asia-Pacific regional architecture has increased its degree of complexity. Several regional arrangements such as ASEAN+1, ASEAN+3 and the Transpacific Partnership Agreement (TPA) have been developed. APEC is also thinking about creating an FTAAP. Under this diverse trend, what are their effects on APEC? Furthermore, the international environment has been constantly shaped by new emerging issues, such as counter-terrorism, human security and climate change. The economic crisis has also stimulated the discussion of regional financial integration. How would these issues developed in the immediate future?
In view of these diverse challenges, the enhancement of APEC’s cooperation would entail the sharing of ideas and developing suggestions. Chinese Taipei APEC Study Center would like to take a leading role to invigorate the discourse on APEC’s future. This international conference would first enhance the interaction among scholars from APEC economies and also strengthen networking among APEC related institutions.

Session I: Bogor Goals and Beyond

Key Discussion Points:
2010 is the deadline for APEC’s developed economies to achieve the Bogor Goals. At this juncture, have the Bogor Goals been achieved? Does TILF still matter in the APEC process? Has ECOTECH assist with the achievement of Bogor Goals? Do Bogor Goals remain the main objective for APEC? Are there other goals that APEC might consider? Thus this session will enhance our understanding of APEC’s future.

Session II: APEC in the Asia-Pacific Regional Architecture

Key Discussion Points:
Recently, the Asia-Pacific regional architecture has become extremely complex. In addition to APEC and ASEAN, the region has also seen the emergence of ASEAN+1, ASEAN+3 and East Asia Summit. Furthermore, major FTAs have been developed, such as the Transpacific Partnership Agreement (TPA). APEC has also raised the idea of FTAAP. What will be the future role of APEC in the region? How will the Asia-Pacific regional architecture affect APEC? Will the various arrangements compete or complement each other? These are some of the issues to be discussed in this session.

Session III: APEC and Emerging Issues

Key Discussion Points:
The international environment has continuously evolved, as well as being greatly affected by the global economic crisis. The crisis has impacted the advancement of regional financial integration and drawn significant focus on the emerging issues consisting of counter-terrorism, human security, health security, food safety, and climate change. These issues have led to more complex challenges to APEC. What should be APEC’s strategies? Thus, the purpose of this session is to develop concrete recommendations.
